Abstract
State policy in the field of education and youth upbringing is regulated by regulatory legal acts of the Russian Federation, reflecting the state’s interest in increasing the level of citizenship of students. The article presents a theoretical justification for the civic position of students as the current state of a person with a certain level of formation of his value system, attitudes and personal orientation in society. The presented pedagogical conditions, focused on the formation of citizenship among students at the university, allowed us to develop a pedagogical model and a program for its implementation. The program is aimed at civic education for first-year students enrolled in a bachelor's degree program. The model has three blocks: target, content and results. The implementation of the program at the university, monitoring of processes, analysis of the results proves the effectiveness of the experimental work and allow us to draw a conclusion about the effective implementation of experimental activities aimed at developing the civic position of university students.
